Is that a very high powered PMR repeater or pager transmitter? Looks like it's probably a pager TX built for around 135-160MHz or so...?

That's an absolute beast and yeah I'd say it's probably one of those pager transmitters which go out around 153MHz and cover a very large area!

Looks like pager transmitter. Output coax transformers could be replaced with longer ones and it will be good for fm. Usually they were used at half power so they last longer.

That makes sense, I also think I recall seeing most of them using twin bay folded dipoles to get the gain back up...

Usually, there is tune and operation mode in this transmitters/amps. If you put it in tune mode (and replace some caps and coax transformers) you can push them to full power. Otherwise, in operation mode, alarms and control board turns them off because of excessive power.

That makes sense, I wouldnt expect that to be running at full power
