Interesting programme about how the Dutch authorities were dealing with pirate radio in the early 1980's when there were thousands of stations. It's in Dutch but it's possibly to get English subtitles by faffing around with youtube settings.

The usual claims of interference were trotted out although Interference from illegal (long range) cordless phones to military aircraft frequencies seems to have been an issue back then.
