There are currently only 2 in Brighton who are regularly broadcasting, but the biggest station of the 2 is currently off air leaving us with just 101.4FM Radio 4A which only runs very low power and has constantly been very badly over-modding for well over a month. (They still sound unbearable at the correct level)
.....They play an extremely obscure variety of music and 'programmes'

That was on up until a month or two back when they came back after being off for about a year, but it wasn't live this time as far as I could tell.

.....I know why it went off but it's not really my place to say.

I guess its because there are only one or two stations down there which makes them stand out. Up here in Thanet we only really had one pirate in recent times with in last 15 years, others tried to come on but never lasted more than a few days. In its entire 7 year existence I'd say it was only on for about 4 and a half of them due to long periods of not being on, probably due to their rig/aerials getting taken. In London its a different stories as there are hundreds scattered all over the dials in different parts, I do wish we had that down here! Brighton has a couple so thats something. All I'm saying is if there is only one or two in an area they are more than likely to get hit by the DTI, I dont see the problem though I mean not as if these stations have gone into the emergency band but hey its part of their jobs to take off pirates.
