if the fire exit were unlocked could people on the upper floors have had more chance on the roof?

The roof wasn't being used by a station at the time as far as I'm aware.

As far as I'm aware the last station that used it was LayLow FM 106.8/101.7 a good few years back.

Re: Grenfell Tower
I used it back in the early 80s. We had a studio on the White City estate and linked to that group of blocks for a while. We used all of them around there, and found that "Norland" was the best of them for some strange reason.

Re: Grenfell Tower
I think that the "Global Travels of a Radio Engineer" might be a pretty dull book - for the most part. Bits of it have been fun - I haven't used most of the blocks in London, but I've been up most of them over the years. There were a few blocks that really stood out:
Trellick Tower was a nightmare to get up, because we had to bypass their reed switches that were attached to the gates at the top of the lift tower. Eventually I hit on the idea of holding the reed switches with really strong magnets stuck in place with "Blutack". The gate could then be opened without the reed switch going O/C and tripping the alarm. Getting the strong magnet and blob of Blutack through the wire mesh of the cage was really tricky....
Addington (Croydon) - great blocks with a really good northward view into London. Problem was always that Dawson liked to use them. He always put a huge padlock and chain on the roof access door, so we couldn't get access to one particularly dirty rig. The horse manure got dumped on the stairs leading to the roof access door.....
Aragon Tower (Pepys Estate Greenwich) - every block on the Pepys Estate used to get used at weekends. Quite often, we'd be up there and spot other people installing gear on the adjacent blocks!
Carrowdale House - top end of Blackwall Tunnel: Went up there for an install, and found three other stations already on various parts of the block!
There are too many others to remember!

Well, you should do a blog anyway Albert. Even something like this would be cool.

Yes. The early ones were particularly horrible. There was one he put up in Bromley over Christmas one year, that caused so much interference to the Ambulance service, that they called Gotts out on Christmas Day! We used to frequently dump horse manure over his heaps of crap, to turn them into even bigger heaps of crap! We'd always turn them off as well.
