Sorry to hear you are experiencing problems.

I have never operated the oscillator on a partially assembled PCB before so im unsure if that would effect the performance?

The oscillator is a very simple circuit with very little components to fail! Check that the BC547 is genuine and undamaged, also confirm there is 5V present.

How are you testing for oscillation? just out of interest?
