The components are silk-screened, the author is USTAOGLU from Turkey or India, THE PHOTOS ARE FROM the PCBWAY submitted projects page.

Transistor all BFY90, Pin 4 is not used, in the silkscreen and some photos of the author it is another standard 3 pin encapsulation, but it indicates all BFY90, of course similar equivalents can be used.

The guy who designed this little PLL used BF494 at first and BF199 later on.

Indeed, they are the most suitable for that design, BF199, BF494, 2SC930 would be my choice at least for the oscillator, I do not rule out building one to test thoroughly although I prefer a dual gate mosfet oscillator type BF980 or similar for these small toys.
