on the datasheet, it says the tuner is an i2c controlled tuner. Can i use it without i2c control, just with a tuning voltage?

I think it should be fine however I've not used that can. Usually I just put a multi turn pot on the tuning pin and a decoupling capacitor and connect one end of the pot to the 12v supply to give 0-12v tuning. This would make a simple receiver with tuning control. More advanced users would utilize the I2c bus for digital tuning/tracking.

Yeah I saw the circuit on juggling pirate on how to do it.the datasheet shows an afc loop schematic.
