Unfortunately not. I think the closest one is New Jersey but too far away from NYC to get anything from there but you should still hear one or two pirates on the NJ tuner.
....A few years ago there was one on the Global Tuners website in Long Beach NYC which you could hear many pirates on mainly from Brooklyn area (there seems to be a lot of them coming out from there)

Doesn't seem to work properly for me, comes up with a "CONNECTION LOST" warning at the top right after tuning every few 0.3MHz or so up and I have to refresh the page and press play again every time. I gave up in the end.
