Don't think I ever saw one of these. Bit of a stab in the dark - without knowing the crystal frequency.
Assuming it's for Band II, I'll start the bidding at 101.5MHz....

Sure I have one of these in my drawer of pirate history and I'll guess the frequency as being 106.5MHz. Shame it's so battered or you could check!

I was given it about 15 years ago from somebody in south London, maybe it came out of an old Hyper FM rig.
....the crystal has broken away and was not removed. :D

Actually think I had a brain fart on the crystal frequency too. If any of what I said before is right, I think it should have been 4.096MHz (not 8.192MHz). Output from the 4060 looks to be on pin 2, which I think is Q13. If I remember rightly, that means divide rate of 2 to the power of 13, or 8192, so if the loop reference frequency is 500Hz, it should be 4.096MHz. If you've got one in your back pocket, you could put it in and try it out......
